The Russian Academy of National Economy and Public Administration was organized in 2010 by the Decree of the President of the Russian Federation following the merger of the Russian Academy of National Economy and 9 Regional Academies of Public Administration. Home to future leaders in the public and business sectors in Russia and abroad, the Academy constitutes a multi-tier research and educational complex that implements a continuous education model which incorporates higher education, postgraduate training, and tailored professional courses.
The Urals Institute of Administration – Branch of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation is an autonomous affiliation and a distributed Higher Educational institution for training and professional development of public officials in the Urals Federal District. Its Charter sees the main goal as the training of highly qualified specialists, thus satisfying the needs of federal and local authorities. The Urals Institute of Administration has always expressed its commitment to institutional development and academic excellence, the building of internationally-recognized programs, and to the promotion of international cooperation and academic mobility.
The Urals Institute of Administration serves both pre-service (undergraduate and graduate) students and in-service public officials in the Urals region. The service area of the Institute includes the oblasts of Sverdlosk, Chelyabinsk, Perm, Orenburg, Kurgan and Tiumen as well as the Udmurtian Republic, and the Yamalo-Nenetsk and Khanty-Mansiisk autonomous regions.
The Urals Institute of Administration has a well-established training and educational system and qualified teaching staff trained in international academic projects and exposed to the best teaching practices for delivering professional development courses to civil and municpal servants. The Centre for In-service Training and Professional Development is located within the Urals Institute of Administration and co-ordinates short course training, and delivers professional development programmes on a regular basis. Short courses are run in response to demand from local administrations, and have become an increasingly popular way of meeting urgent training needs. Topics include courses on human resource management, purchasing and supply, public health, administration in the sphere of education, performance budgeting, and others.
Since April 1997, the Urals Institute of Administration took part in the REAP project «The modification of the municipal management curriculum and delivery and the development of specialisms in change management and policy analysis» in conjunction with Luton University (UK) and supported by the British Council. Since 2004 the Urals Institute of Administration has successfully participated in the BRIDGE project «The Developemnt of Dual Degree Masters Programme (MPA) at Urals Academy of Public Administration» and in TEMPUS JEP_25241_2004 project . As a result of these projects the dual degree MPA programme was validated by the London Metropolitan University and a first cohort of graduate students has been enrolled into the programme in October 2005. This is an ongoing programme, which is the evidence of its sustainability. In 2010-2011 The Urals Institute of Administration sucessfully participated in the partnership scheme with the Regional Institute of Administration, Lille, France. The goal of the project was enhancing the efficiency of civil service training through academic exchanges and joint course development.
Beginning in 2012, the Urals Institute of Administration has successfully worked with the representative office of the Friedrich Ebert Foundation. With the support of this Foundation, four international conferences were organized with the participation of experts from Germany, Ukraine, Kazakhstan, Belarus, and other countries.
Since June of 2014, the Urals Institute of Administration has taken part in the Fulbright ETA programme, which allows for American university graduates to work as English Teaching Assistants for students of our Institute. This cultural and professional exchange between American and Russian universities gives the opportunity for fostering multicultural ties between the two countries.
The Urals Institute of Administration is a member of NISPAcee and scholars take part in annual conferences on public administration.
The Urals Institute of Administration has substantial expeience in international academic cooperation and is open to further establishing international adacemic links.
